Saint Patrick’s Day in Postville

Saint Bridget is one of Ireland’s patron saints.  Born to Dubhthach, a pagan chieftain of Leinster, and Brocca, a Christian Pict who had been baptized by Saint Patrick, Bridget went on to found an important monastery in Kildare or Cill-dara, the “church of the oak.”  Her symbol is the Saint Brigid’s cross, representative of a time when she wove some reeds together to form a cross in the house of a dying peasant in order to teach him the Gospel story.

Driving into Postville, Iowa, on Saint Patrick’s Day, I was immediately struck by the ghost-town feel of the western half of this town that used to boast a population of 2,000.  Dozens of chicken-coop semi-trucks were parked outside the abandoned Agriprocessor’s slaughterhouse.  Hundreds of coops sat outside, vacant, waiting.  A piece of heavy machinery was driving through the property, disposing with some of the tons of junk littered around the lot.  With the whine of its engine, it seems to be disposing with the evidence of what happened here last May.

On this dusty day, one can hardly imagine the cacophony of sounds here before the ICE raid on May 12, 2008.  Chickens squawking, machines whirring, blades thudding, trucks chugging, people shouting to be heard over the din of machinery.  Spanish mixed with Yiddish mixed with Arabic numerals preceded by $ signs.

In this abandoned slaughterhouse site, though, it is all too easy to imagine the eerie silence when the machines stopped, when 900 ICE agents increased the town’s population by 40%, when 389 immigrants were detained and interned in a cattle barn, when the chickens lived to squawk some more and this peaceful Iowa town screeched to a halt.  Only five immigrant workers had prior criminal records, but all were sentenced with working under false documents.  (Bobo, Kim. Religious Leaders Protest Postville Raid)  The public defenders, the translators, the immigration judge – everyone had been told to keep this date open on their calendars, ensuring a speedy process where nearly all the immigrants from Central America pled guilty to charges they didn’t understand in hopes of reduced sentences.  Professional interpreter Camayd-Freixas was so appalled that he published his eyewitness account with the New York Times.

Just down the street, I sit with Father Ouderkirk for a half-hour.  He is the father of St. Bridget’s Catholic Church here in Postville, a safe haven for many of the terrorized families still remaining after that fateful day in May.  “You should have been here earlier,” this once-retired priest tells me.  “On Tuesdays and Thursdays, this turns into the best restaurant in town.'”  Taking his job seriously as pastor to this reeling community, Ouderkirk serves Latino food to needy families on these days, in addition to working to provide housing funds for the scores of families who lost dads, moms, and children in this raid.  “You wouldn’t believe how much we spend each month, trying to keep a roof over their heads.”

Some of the women he serves at St. Bridget’s have been wearing an ankle bracelet for 10 months.  Some of the children haven’t seen or heard from their fathers for almost a year.  Many of the mothers are torn between returning to Central America to reunite with their husbands or staying here so their citizen children can receive a good education.  These families are facing excruciatingly difficult choices, choices one should never have to make.  Father Ouderkirk wipes with his handkerchief and tells me what we really need is comprehensive immigration reform.

As I leave Postville on Tuesday, the day after the mayor announced his resignation, the boarded-up windows and streams of For-Sale signs are a constant reminder that this town was dealt a devastating blow last May.  With a new administration and new DHS Secretary Napolitano, many are hopeful that the days of Postville and Oxford, Mississippi raids are over.  It is not enough, though, to merely hope that this administration will make the hard choices it must to ensure that comprehensive immigration reform wins out over high-profile, low-impact raids such as this.  We must make it very clear that criminalizing immigrant families is useless and inhumane, while opportunistic employers who lure workers under false pretenses (and, as here, actually provide the false identification documents to their unknowing workers) is the appropriate focus of workplace reform.  We must remind Obama that, if he is really attempting to out-do the New Deal, he should learn from FDR’s Secretary of Labor Frances Perkins who shut down the Department of Labor division that was then carrying out workplace raids (Bobo, Kim). We must encourage Napolitano to ensure that such Sinclair-like Jungle conditions never occur again, where immigrants are both victimized and criminalized.  We must urge our judicial department to reexamine current immigration policies which allow such a rushed, clandestine mockery of Due Process.

Father Ouderkirk will be traveling to my home in Rochester on April 2, to give a presentation at Pax Christi Catholic Church.  I encourage anyone and everyone to come and hear this man of faith who is earnestly working for immigration reform.  For all those afar, it is vital that we do not forget such tragedies as Postville.  We must stare at such instances with unblinking eyes and learn from them.  Please urge our administration to do the same.

Integration- The Ongoing Immigration Reform

As school budgets dry up and the immigration debate remains tabled for the moment, immigrants are often left without the resources needed to integrate into American society. A long article in the New York Times this past week highlighted some schools in the Northeast that are struggling to overcome the isolationism of immigrant students, but this is an issue in every state in the U.S. Without an effective English-as-a-Second-Language program and a school that actively works to engage immigrant students with the entire student body, these new Americans often feel isolated, discriminated, separate. Currently more than 5.1 million students are ESL or ELL learners – 1 in 10 of all students enrolled in public schools- a number which has increased by 60% from 1995 to 2005. Some of the immigration influx is from Mexico’s downturned economy in the 1980s and early 1990s, as well as the Mexican baby boom that followed on the heels of the American one. But this only explains a portion of the immigration phenomenon in the United States in 2009. Our immigrant population is growing more and more diverse, with refugees coming from Somalia, Sudan, eastern Europe, Central America, south Asia. Our workforce is now made up of new Americans from India and China, Liberia and Guinea, Iraq and Laos.

ESL teacher Ms. Cain explained the current situation succinctly. “I used to tell my students that they had to stay in school, because eventually the laws would change, they would become citizens of this country, and they needed their diplomas so they could make something of themselves as Americans. I don’t tell them that anymore. Now I tell them they need to get their diplomas because an education will help them no matter what side of the border they’re on.” As the Obama administration nears its two-month mark, immigrant advocates and international families are growing worried that some of his campaign promises might get overshadowed by the economic times, that comprehensive immigration reform might get side-staged by stimulus checks, although immigration reform arguably promises a more sustainable and enduring change for our economy. One of the groups who could use some comprehensive immigration reform is Liberian-Americans. If their temporary protected status [TPS] is not renewed by President Obama, they could be deported beginning March 31. President Bush extended TPS in 2007 to this group of 3600 refugees who fled Liberia two decades ago during a grisly civil war. Here in Minnesota, nearly 1,000 of the 3600 Liberians who call Minneapolis “home” could be deported in March, sent back to a country that held elections in 2006 but is far from stable. Many of these families have lived in the U.S. for almost 20 years and are active members in the community and local economy. Rep. Keith Ellison, D-Minn., previously introduced legislation that would provide Liberians with an opportunity to apply for permanent residency, but it has not been passed yet. Therefore, it’s up to President Obama to ensure that these refugees are not only permitted to stay in the U.S. until their country is repaired but also extend to them the hand of permanent residency, an act that would greatly aid in this community’s integration into American life. Similarly, some 30,000 Haitian immigrants face deportation in the coming months, despite the fact that their country, the poorest in the Western Hemisphere, is ill-equipped to handle such an influx. Already short on water, food, housing and natural resources since the tropical storms last summer, some say such deportations could tax the tiny country beyond what it can handle. Despite appeals from the Haitian government to stay such deportations, the Department of Homeland Security has stated it intends to continue deporting undocumented Haitian immigrants. Recent news highlights our failure to adequately integrate certain immigrant groups into our nation. This past week, several Somali leaders from Minneapolis testified at a Senate Homeland Security Meeting in Washington, DC. The meeting’s purpose was to probe the mysterious disappearance of several Somali youths over the past few months, including one Shirwa Ahmed who was a suicide bomber in Somalia. Osman Ahmed, president of the Riverside Plaza Tenants Association, and Abdirahman Mukhtar, youth program manager at the Brian Coyle Community Center both testified at the DHS meeting. The concern arises from the alleged recruiting of Al-Shabaab — meaning “the youth” or “young guys” in Arabic – which has been able to attract some disaffected, un-integrated, jobless youth in the Somali community. With more than 200,000 Somalis living in the United States, Al-Shabaab poses a problem; however, it is paled in comparison to a failed integration and immigration system which creates such easy prey for extremist groups. While homeland security demands we investigate such terrorist recruiting claims, it is vital we do not forget that empty hands are very easily formed into closed fists. (Star Tribune)

Our government has not totally forgotten this root tenet of community integration. Congress recently passed Consolidated Security, Disaster Assistance and Continuing Appropriations Act of 2009 (Public Law 110-329), creating the Fiscal Year 2009 Citizenship Grant Program.  Awarding approximately $1.2 million of federal funding in the form of $100,000 individual awards, this grant program is aimed to support citizenship programs for legal permanent residents (LPRs). When LPRs make the shift from residents to citizens, everyone wins. The naturalized citizens gain the right to vote and receive benefits; our communities gain involved members and a greater constituency; and our nation integrates one more immigrant family. This grant for community-based organizations will do more than facilitate ESL classes, civics review sessions, and N-400 applications – it will serve to more fully involve and integrate denizens into American life. We can all hope to see more initiatives like this through the Obama administration. (USCIS)

In the movie Amazing Grace, William Wilberforce campaigns for decades trying to abolish the slave trade in Britain. After a lifetime’s work, he is finally successful when he legislates the Slave Trade Act of 1807 which requires all British ships to fly their colors at all times, even when delivering slaves to the Americas. When the British slave ships were prey to pirates, the profit was no longer there and the slave trade withered within two years.

Devastating incidents like Postville, IA, will continue in these United States as long as our nation’s borders are increasingly militarized, our citizens are more policed, and our businesses are not held accountable. If employers were made accountable, truly responsible for the lives and wellbeing of all their employees, they would cease recruiting and luring extralegal immigrants to come and remain within our borders without basic human rights.

Whatever your political leanings, President Bush’s 2004 speeches concerning Latinos and immigrants in general were truly inspiring. On one particular occasion, George W. Bush called the extralegal immigrants in the United States “Americans by choice.” Rather than demonizing or criminalizing them, like so many other political leaders, Bush seemed to be advocating for compassionate immigration reform, change which would restore dignity to the 12 million extralegals within the U.S. and give hope to all those praying for their names to turn up in the quota’s lottery.

Until we move away from a profit-driven market for extralegal workers and continue criminalizing human beings for migrating, we will continue reading headlines like the shocking one in Long Island this past week. Marcelo Lucero, after having lived in the United States for the past 16 yeasr after emigrating from Ecuador, was brutally beaten and stabbed to death on November 9. A mob of seven boys were picked up shortly afterwards, and they were quoted as having said, ““Let’s go find some Mexicans.” (NYTimes)

The Pew Hispanic Center states that 1 in 10 Latinos (legal and extralegal) report being questioned about their immigration status. Even though Minnesota has refused to allow local enforcement of federal immigration laws, effectively prohibiting local justice departments from asking about immigration status (MNAdvocates), the recent economic crisis has xenophobia aflame in the United States once more. As middle-class Americans feel the crunch, righteous indignation at seemingly untouchable “upper management” is being turned on the ultimate scapegoats, those people who have scant rights and little legitimacy in our society.

It is important to note that in times like this our nation is redefined. Throughout American history, our nation’s crises were opportunities for both positive reform and negative policy-making. From the ceding of civil rights under the guise of Patriotism to the institution of universalized welfare programs for the nation’s neediest, from progressive refugee policies to profiteering part-time worker arrangements like the Bracero Program, it in epochs like the current Economic Crisis of 2008 that America, and indeed the world itself, is re-imagined for better or worse. It is our duty to guide its refashioning into a place where all people have basic human dignity and are afforded rudimentary rights such as the right to migrate and to work without fear.

A Labor Day Salute to All Resident Workers

This September 1st, it is only fitting to laud the accomplishments of the unnoticed and disenfranchised of America’s workforce – the Immigrant.  In a nation that is still bent on building a wall and has popular public figures campaigning for mass deportation, immigrants still managed to excel in 33 of the spots on the American Olympic team. In a nation where immigrants legal and extralegal quake at the thought of ICE raids like that which detained more than 350 workers this past week in Laurel, Mississippi (New York Times), immigrants of undocumented parents (desparagingly referred to as “anchor babies” by American media) like Henry Cejudo worked tirelessly to upset the heavily favored Japanese free wrestler Tomohiro Matsunaga in the gold-medal match in Beijing (Navarrette, Ruben).  With hard workers like these thankless millions, Labor Day means a day without work for most of us.

This past week, the national spotlight was turned to the perilous job of the window-washers in New York City.  On Tuesday, August 28, two window-washers were narrowly rescued while a third plunged to his death in Manhattan.  49-year-old Robert Domaszowec was a Ukrainian immigrant who had received his dangerous calling from his father (New York Times).  Much of the City’s window-washers are first or second-generation immigrants who quietly risk their lives day in and day out to improve the view of millions.

Like so many immigrants, their lives are largely invisible to mainstream American culture.  Unless we read about a rare crime committed by an extralegal immigrant or watch an incendiary nativistic talk show on television, these workers who earn their Labor Day often work in underpaid jobs with scant hope for advancement.  When they are noticed, it is often with disdain, xenophobia, or worse.  This past week Tennessee changed its state law to allow pregnant inmates to be unchained and uncuffed during childbirth.  This came only after a Mexican immigrant, detained in Davidson County on the charge of “careless driving,” was left handcuffed to the bed for all but a few minutes of her labor.  The Sheriff went on record as saying this recently overturned policy was, “a little more than may have been necessary in every case” (New York Times.

On this Labor Day, it is vital we appreciate our nation’s success over the years and the people to whom we owe a deep thanks.  At the risk of sounding repetitive and Kennedy-esque, our nation truly is a land of immigrants, new and long-established, coming and going.  On Labor Day it is important to remember those who are not even allowed to join labor unions but still work 10-hour days in our factories and fields, houses and skyscrapers.  This Labor Day let us say a prayer for our nation, that it may not forget those things which make it strong (such as immigrants) and that it may cease those things which weaken it daily (such as the wars of the past 40 years).  If our nation would rise to its self-proclaimed status as world power, if we would acknowledge both the push and pull of immigrants coming to this country, if we would work to incorporate and integrate and empower every resident within our borders, then Labor Day could truly be a holiday celebrated by everyone in the United States instead of just those with papers.

From Postville to Hidalgo to Beijing- The Olympian Effects of Immigrants and Walls

Hidalgo County has seen contractors already readying the earth-moving equipment needed to construct their portion of a the border wall as early as July 21.  While officials have dodged specifics and Hidalgo County officials emphasize the fact that this cement structure is actually just an addition to strengthen the levees in need of serious repair,  local residents are chilled to see the giant bulldozers, pipes, and CATs which are planned to tear up their backyards in the coming days of summer.  (Leatherman, Jackie)

This past week also saw the controversial news of court interpreter Dr. Camayd-Freixas penning an essay about what he witnessed during the court proceedings following the recent Agriprocessors raid in Postville, Iowa, on May 12, 2008.  This ICE raid, the largest in its history, involved over 900 agents and put nearly 400 extralegal workers on trial for their work in the largest kosher meat-packing plant in the nation.  While Agriprocessors was merely fined and sternly reprimanded, the lives of these Guatemalan immigrants and the town which had become their home have been gutted by the legal proceedings that imprisoned more than 260 of them for 5 months.  Detained for weeks in a converted cattle-ground holding house called the National Cattle Congress, paraded into court in handcuffs, shackles, and chains, these immigrants with Mayan last names listened tearfully to the Spanish interpretation of what had already been decided in the court well in advance of the raid.  Rather than simply deporting these workers who were lured here under false promises of well-paid work and future citizenship, these hard-working immigrants now must sit in county jails with charges of aggravated identity theft and Social Security fraud as their families scramble to make ends meet without these principal breadwinners.  (“The Shame of Postville, Iowa”)

Postville, IA, once a town of 2,273, has lost more than 1/3 of its community in the month since the terrifying raid.  ICE timed the raid before the end of the school year, when some migrant workers would have returned to their homes, and as a result the end of the school year saw Latino students legal and extralegal terrified to go to school.  3 of 15 high-school students showed up for school the week after the raid, while 120 out of 260 students in the elementary and middle school were missing.  The schools’ principal actually rode around town on a school bus, coaxing and cajoling these students to come to school, assuring them that ICE cannot raid a public school because of Peter Schey’s landmark case in the 1980s; 50 of them would not be convinced. American children were having nightmares that their parents would be similarly deported or jailed.  (Camayd-Freixas)

Dr. Camayd-Freixas broke ranks with the “unbiased” legal interpreters by publishing his reflections and observations of this humanitarian disaster.  He was moved to write as he saw immigrants begging in their native language to be deported quickly.  He was moved as he listened to the weeping of fathers who had walked a month and ten days before finally crossing the Rio Grande.  He was moved to hear of families who had journeyed here only to work for a year or two in hopes of saving enough money to survive in Latin America, a desire that could have been legitimized if only temporary work permits were legislated instead of Secure Fence Acts.  These men and women waived their 5th amendment rights to trial by jury in hopes of a “fast-tracked” deportation five months later, despite the fact that they had used false papers not for unlawful activity or felonious actions but rather for seeking a living wage. (Camayd-Freixas)  In this New Era of ICE operations, a new government agency which grew 10% last year and is readying itself for many more of these raids in the name of the War on Terror, every small town must cringe in fear whether it has extralegals living within its borders or not;  terror terrifies indiscriminately.

 

As a border wall is being prepared for the Texas-Mexico border and as future ICE raids are being formulated based on the “success” of the Postville sting, the Beijing Olympics are about to begin.  The United States will boast its largest number of immigrant athletes since these statistics were kept.  These 33 immigrants will represent the United States and surely bring pride to red-blooded Americans as they stand on podiums to hear their new national anthem.  We can all be proud of the four Chinese-Americans representing us in table-tennis, or the Polish-American kayaker, or the Russian-American gymnast Nastia Liukin, or the New Zealand immigrant triathlete.  All of us will hold our breath in August as we watch the men’s 1500-meter squad of immigrants; Kenyan-American Bernard Lagat will run alongside the Sudanese “lost boy” Lopez Lomong and Mexican laborer’s son Leo Manzano who only recently got his citizenship in 2004.  We can all be proud of these new Americans, but we must also take a hard look at our nation’s policies which simultaneously champion a few token immigrants while terrorizing others and making the immigration process both dehumanizing and virtually impossible for so many (Wilson, Duff and Andrew Lehren)  As I watch the Summer Olympics, it will be tough for me to think of China’s human rights violations which have caused protests throughout much of the free world; I will be too busy crying as I watch American immigrants bask in their one day of glory, saving up these precious memories for four more years and for all the immigrants who will never receive acclaim and recognition for the work they do to make our country what it is.

Leaving Borders

In Irun, the small town on the Spanish border with Spain, there has long been a border culture. During their revolutions and civil wars, residents of both countries traversed the imaginary line separating these two lands. A complex culture of smuggling developed, as in most border towns. People, goods, drugs- the rules of supply and demand are never bound by borders, however much governments might like to believe. While in Irun, I was told a story of a man who crossed and recrossed the border every day on his bicycle. The border patrol agents checked and rechecked this man, suspecting that he was transporting some contraband. Never once in the twenty years did they realize he was riding to France on an old bike and returning with a brand new model.

These sort of trickster stories, and the border culture they exhibit, have been made irrelevant by the erasure of borders in the European Union. America’s border with Mexico, though, must be creating hundreds of thousands of tricksters with the increasing militarization of la frontera and the constantly impending border wall now scheduled in Hidalgo County for July.

Driving out of the Rio Grande Valley on either 77 or 83, the only two evacuation routes, one encounters a military checkpoint complete with automatic weapons, drug-sniffing dogs, patrol cars, and heaps of bureaucracy. As I wait in line, my car packed to the hilt with all my earthly possessions, I contemplate that this is one of the many signs that the Rio Grande Valley is considered outside the mainlaind United States. Brownsville, the poorest city in the United States, is left below this second border in a no-man’s land, left to fend for itself. In fact, the talk of the town last week was that the United States Border Patrol was going to be checking the residency status of individuals during hurricane evacuations (Brownsville Herald) . That its citizenry must be questioned and searched before entering the rest of the continental U.S. is a stunning assumption of criminality. When it is my turn with the Border Patrol agents, I am waved along because of my white skin and American accent.

Tacitus once wrote in his Annals, “Once we suffered from our vices; today we suffer from our laws.” Indeed, unjust laws create criminals out of upstanding individuals, and in no area of legislation is this more true than immigration. Extralegal immigrants, many of whom came to the United States legally, are punished by our current law primarily for doing precisely the actions for which we praise our citizenry. The motivation of the majority of immigrants is religious freedom, economic opportunity, family safety, education, freedom of speech, liberty – how can an antiquated quota system cause some to be punished for acting on these principles and others to be praised?

As I drive north, farther and farther away from the Rio Grande Valley I’ve called home for the past two years, I pass the fertile hills of Kansas and the wide expanses of open grazing in Oklahoma and the lush fields of Iowa. I look at these natural wonders and think of how blessed I am to live in this land, and how attractive this must be to people receiving less than 8x the income we enjoy in our prosperous nation. I look at this massive farmland and know that extralegal immigrants know this land far better than I will ever understand; without them, many of these fields would lie fallow, so many of our meals would remain uncooked, so many houses would never be built, so many ideas never imparted, so many languages never added to the multiplicity of cultures here in the United States. Driving through the natural beauty along Highway 35, it is easy to see that natural law and constructed law clash when it comes to the issue of immigration in these United States. If we will only take a good look at our country and realize just how blessed we are, we would be more understanding of people desirous of migrating here. If we would only appreciate the perspectives and culture and language and talents that immigrants always bring, we would see extralegal and legal immigrants as the assets they are. If Spanish were not viewed as a language subservient to English, then perhaps we could learn from the Spanish immigration system as well as from Mexican and Latin-American immigrants themselves. As I leave the border region where the “rights” and “wrongs” of immigration laws are as muddy as the Rio Bravo and as I head north to study immigration law at the University of Minnesota this coming fall, I realize that I will never leave the border because the border is not a place on a map but a place in people’s hearts. In telling stories about the good people of la frontera and in studying the laws of immigration, I hope to turn the borders of American hearts into E.U. borders instead of the walled border in California and Arizona.

The Inescapable Network of Mutuality

¨Bah hua liomh biore.¨  In Irish cities like Galway, this Gaelic expression was the only way to get a pint of the best Guiness you´ve ever tasted.  While British rule in Ireland sought to eradicate all traces of the Gaelic influence on Ireland, this indefatigable culture lives on in the west coast of Ireland in particular.  Despite burning down the churches and razing ruins, despite prohibiting Gaelic teaching in schools and converting Celtic names to their English counterparts, Gaelic is still spoken, though mostly by the old.

Driving through Vigo, the largest city in Gallicia, Spain, I came across ruins that predated the Roman conquest of the Gaels in Spain.  Though little remains of El Castro, this city which once thrived both in the forest and on the bay, it is highly reminiscent of towers and dolmens in Ireland.  Highly aware of this coincidence, I began to notice more telling signs of interconnectedness between northwest Spain and the home of my Celtic forefathers the McCarthys and Burkes and Emmetts.  The distinct language of Gallicia, la lengua de los Gallegos, bears striking similarities to words in Gaelic.  Signs in this part of Spain bear words like ¨Beade¨and ¨Domh¨¨, both words which one is just as likely to find on a Sunday drive through rural Ireland.  The rich and verdant climate of this area makes me speculate that the Gaels felt right at home when they landed on the shores of the land of Eire. 

In Ireland, primary students are required to take Gaelic lessons, in hopes that by inundating the next generation, the Gaelic heritage and culture can be preserved and honored.  Gallicia is going through much of the same dilemmas, since its language was viciously suppressed during the Franco regime and needs to rebound if it is not going to be absolutely absorbed in popular Spanish. 

All of this makes me wax philosophical and grow proud of the indomitable spirit God placed in mankind.  In much the same way John F. Kennedy praised the immigrant spirit to thrive and survive in his book A Nation of Immigrants, I am wowed by the successful movements of people throughout history.  From the eternally migrant Jewish culture which serves as the basis for numerous religions and modern law to the Spanish culture and language which spanned seas and continents, people simply desire an opportunity to use their gifts in the pursuit of happiness.  From the pyramids of Egypt to the same pyramids in Aztex Mexico, to the persistent reoccurrence of flood myths in virtually every culture, immigration is far from a new phenomen which countries are struggling to legislate and control.  Immigration is a constant, and therefore cannot be prohibited but rather controlled so as to benefit the sending country, the receiving country, and the immigrants themselves.  The past successes of migrating peoples bear witness to the possibility of real immigration reform in the United States of America, especially in this age of globalization.

When I return to my classroom of F114 in Simon Rivera High School in Brownsville, Texas, on the southernmost border between two North American countries at peace, I will most assuredly come back with a renewed dedication to devoting my time and efforts to enabling immigrants and guiding the immigration legislation in the United States.  At the same time, I am overjoyed to bring back to my students the long view of immigration history.  When I teach my 7th period class, I cannot wait to tell Ms. Gallegos that her family comes from northernmost Spain, where her ancestors spoke a language closer to my Irish predecessors than her español mexicana.  As I travel back to the place where some legislators misguidedly are pressing for a border wall between two countries separated only by an imaginary line, I hope I will be able to civilly speak reason into the public debate.  Immigration is more than Mexican migrant workers attempting to work cheap labor in U.S. fields, just as it is more than Spanish conquistadores and English Puritans and Italian shoemakers and Irish coal-miners and Pennsylvania Dutch bakers and Polish meat-packers and Scandinavian farmers.  To take a long view of immigration is to understand that the United States need laws which uplift human personality and grant legal status to that spark of the divine which is as omnipresent in the immigrant as the resident hence, now, and forevemore.

The following Letter to the Editor was published in The Brownsville Herald Sunday edition April 13, 2008, as a call to action.

Many people opposed to the border wall might feel that the lion’s share of the work is done. The court ruled a partial victory for UTB Professor Eloisa Tamez in early February, and on March 19 ordered that the federal government could only survey UTB’s campus for alternatives to a border wall. These signs of progress must not, however, be interpreted as a sign that the Secure Fence Act of 2006, which originally calls for 700 miles of wall here in Texas, is null and void. These victories must serve as encouragement, not as final pronouncements.

The government still fully intends to build a border wall here in the Rio Grande Valley, and some of it is slated to be completed by this December. Several members of the No Border Wall Walk this past March 8-16 have continued their efforts by walking door to door in communities like Southmost, and in speaking with these border residents it is clear that the government, far from being deterred by the recent court decisions, is moving ahead with its plan.

We, the people of the border, recognize that this law is an unjust one. In his Why We Can’t Wait, Martin Luther King wrote, “Any law that uplifts human personality is just. Any law that degrades human personality is unjust;” Valley residents are keenly aware that the Secure Fence Act is an affront not only to human life but also to irreplaceable ecosystems and endangered animals, poor communities and Mexican shoppers, immigrants legal and extralegal.

It is the duty of every border resident to take immediate action to counter this immoral and unjust legislation. What follows are ways which all of us can make a difference right now.

1.) If you have not already done so, please write and call our Texas Senators Kay Bailey Hutchison and John Cornyn, both of whom voted for this wall in their own “backyard.”

2.) Take part in the numerous nonviolent demonstrations going on here in the Rio Grande Valley. The No Border Wall Walk involved more than 300 walkers, but there are hundreds of thousands of us on the border. Imagine if we were all saying the same thing at the same time…

3.) Encourage your faith leaders, churches, and social organizations to actively work on this issue. Virtually ever faith believes in the moral obligation to care for the immigrant, and a border wall is a devastating distraction from real immigration reform. Already, local faith leaders such as Rev. Juan Trevino and churches ranging from Methodist and Episcopalian to Catholic and Unitarian have taken courageous stands on this issue.

4.) Add your name to the growing petitions such as those organized by No Texas Border Wall. Petitions like this have made an impact in the past; when Hillary Clinton was confronted with thousands of signatures, she mentioned the absurdity of a wall in her UTB speech and on the CNN Texas debates.

5.) Stay informed. Do not let a wall get built here in Texas as it did in Arizona and California, cloaked by secrecy and aided by apathy.

6.) VOTE and/or REGISTER TO VOTE for this November.

The time to take a stand is now. As Martin Luther King goes on to say in Why We Can’t Wait, “

Human progress never rolls in on wheels of inevitability; it comes through the tireless efforts of men willing to be co-workers with God, and without this hard work, time itself becomes an ally of the forces of social stagnation. We must use time creatively, in the knowledge that the time is always ripe to do right.

The border wall is not inevitable, but neither is the ultimate victory for our community. May we come together in solidarity to oppose this wall of division, showing the nation and ourselves what power we possess.

Insider, Outsider – Is that the question?

No Border Wall Walk- Day 8

During the No Border Wall Walk this part March 8-16, thousands of people honked encouragement as we walked 126 miles from Roma to Brownsville. Thousands of people smiled, dozens of people generously donated food and drinks for us, and scores of churches supported our efforts.

However, when a Brownsville Herald journalist interviewed me at the final Sunday rally, one of her remarks was that some people had been complaining that “Webster” is not a Mexican surname and that this was an event organized by “outsiders.” At first, I didn’t understand these individuals’ comments. As a high-school teacher on the border for two years, I feel invested and accepted by this border community in such a way that I do not feel as if I were a Pennsylvania Yankee or a New York native.

As I regained my composure, many thoughts congealed simultaneously. I probably answered her question too many ways for her to use it in any of the articles in the Brownsville Herald. One of my remarks was that this was not organized by outsiders. It was maintained and staffed and sustained by faith groups all throughout the Valley. Additionally, any one of us who was born in another state was passionate enough about these border issues to move to la frontera, and so even if our birthplace was different our hearts were similar. I also mentioned that this was not the cause of an outsider – I pray to God I would be as passionate about these same moral issues if I were still residing in farmtown Troy, Pennsylvania.

I continued to respond to these desparaging comments by stating that our inspiration for this march, the Selma to Montgomery March 43 years ago, was supervised by a great man who was also criticized as being an outsider. Martin Luther King responded to his countless critics by writing that,

Injustice anywhere is a threat to justice everywhere. We are caught in an inescapable network of mutuality, tied in a single garment of destiny. Whatever affects one directly, affects all indirectly. Never again can we afford to live with the narrow, provincial ‘outside agitator’ idea. Anyone who lives inside the United States can never be considered an outsider anywhere within its bounds.” (Why We Can’t Wait, 77)

Dr. King realized that no one can ever truly be criticized for being an outsider if they are working to right injustice. If any injustice weakens the entire bedrock of Justice in the United States, it is everyone’s responsibility, “outsider” or indigenous, to strive for a more just system.

Lastly, as the reporter moved on to the next question, I circled back to the idea behind the border wall walk. I teach 130 high-school students every day, and while I do impart the fundamentals of vocabulary, grammar, and literary analysis, it is my utmost desire that they will be more ready for life when they leave my door for the last time, not just for 10th grade. These lives in my charge will be directly affected by a border wall, and so I cannot just simply ignore the Secure Fence Act of 2006. It is precisely because some individuals in this country have deemed certain people “illegal” and criminal, undocumented and therefore undesirable, that such a xenophobic act as a wall is even being discussed. The idea of any or all of the 300+ participants in this nonviolent demonstration being “outsiders” is precisely the idea the No Border Wall Walk targeted. If we were able to educate just a few individuals that the border wall is not going through barren wasteland but backyards, not desert but downtowns, not lonely no-man’s-land but through men and women’s lives, then our walk was a success. I pray we succeeded in bringing people back to a point where they could civilly discuss the issues of immigration and see the issue in terms of people instead of insiders and outsiders, those with rights and those without.

The question of “insider” or “outsider” should only be asked by navel-gazers staring at their bellybuttons. As the Apostle Paul writes in his letter to the Colossians, “Here there is no Greek or Jew, circumcised or uncircumcised, barbarian, Scythian, slave or free, but Christ is all, and is in all” (Colossians 3:11 NIV) We must cultivate a national mentality that views people as assets, one which seeks to recognize that divine spark, that image of God endowed in each and every one of us. I wish my response to the readers and commentators of the Brownsville Herald had been, “Well, here there is no Mexican or American, Texan or Tamaulipan, illegal or extralegal, Spanglish Spanish or English, insider or outsider, but Christ is all and is in all.”

A Strange Saint Patrick’s Day

    This St. Patrick’s Day is markedly different than all others past. I came to school today not clad in traditional green, but wearing overalls and a plain white t-shirt. Ringing in my ears were not the Gaelic jigs and Celtic reels but rather the worker chants and the pro-immigrant songs we sang over the past nine days’ march from Roma to Brownsville. I thought less today about the military Molly Maguire’s and their violent fight for worker’s rights and instead meditated on Cesar Chavez’s fasts for his people and Martin Luther King’s words of empowerment and hope. Today was less about nationalism and more about opposing nativism, less about drinking beer and more about living in such a way as to forward the cause of the immigrant, wherever he or she may originate.

    My great-great grandparents came from County Mayo, Sligo, and County Cork. They came to escape the ravages of the potato blight and the resulting famines. They came seeking a better life, and they found it buried deep in the coal mines of Pennsylvania. Towns like Carbondale and Mauch Chunk welcomed them and buried them in their strip-mined hillsides. But, as is always the case with immigrants, they managed to survive and hew out a life for themselves in this America they helped create.

    It was their backs that fed coal into the iron-horses which shrank this vast country into a two-day trip. It was their leadership and collective bargaining powers which scared groups like the Know-Nothings, the first political party formed with the aim of opposing a specific immigrant group. They were able to overcome religious persecution, employer discrimination, and widespread xenophobia to become rightful heirs of the American dream.

 

    This past week, walking alongside many Mexicans and Mexican-Americans, I was reminded of the Batalia de San Patricio, the group of Irish soldiers who defected to the Mexican Army during the Mexican-American War. There was and is so many similarities between those Irish immigrants of yesteryear and the immigrants of today. Both groups rely heavily on their faith in a God who champions the cause of the poor and the sojourner. Both of these immigrants focus on family values and a strong work ethic. Both the Irish of the late 1800s and the Mexicans of the early 21st century are immigrant groups which are being slandered for their desire to come to this land for a better life. News about both of these groups has centered on an “invasion” or any number of natural disaster metaphors such as “flood of immigrants,” “drain on the economy,” and “wave after wave of workers.” None of these nativist metaphors are new – no, they have been around since people first started emigrating to new lands. It is this brand of hateful rhetoric that spurred the command in Leviticus 19:34, “The stranger who sojourns with you shall be as the native among you, and you shall love the stranger as yourself; for you were strangers in the land of Egypt.”

 

 

    As I teach my class today, I am standing in front of them not as a college graduate, a son of Pennsylvania, a Texas-certified teacher, or a social activist. I stand before them in overalls and my walking shoes as the son of immigrants. There is a solidarity here which we must not deny. I do not believe in otherness; if we believe that every man, woman, and child bears the indelible image of God and the spark of the divine, we can never separate ourselves from one another. We are inextricably caught up in an “inescapable network of mutuality, tied up in a single garment of destiny,” and that means that “Injustice anywhere is a threat to justice everywhere.” As King also stated, “Our lives begin to end the day we become silent about things that matter;” this happens for the sheer fact that in not speaking up for the rights of others we are not speaking up for the rights of ourselves and future generations.

    To all those immigrants, past, present and future, I impart this traditional Irish blessing: “Céad míle fáilte romhat!” or “A hundred thousand welcomes to you.”
